School Committee Awards Wayland Middle School Roof Contract

A project that has been in discussion for 18-plus months took a major step forward.

The Wayland School Committee has made its decision regarding the general contractor it wants to hire to replace the Wayland Middle School roof.

During a Thursday night meeting, the committee awarded the contract to Capeway Roofing Systems, School Committee member Donna Bouchard told Patch.

The accepted bid came in at $1.97 million, which was about $500,000 under what was expected, Bouchard added.

According to the bid results posted on the Town of Wayland website, the accepted bid is the lowest among the seven that came in. The highest bid was $2.37 million from Feelely, McAnespie, Inc.

The Massachusetts School Building Authority accepted the project to its Accelerated Repair Program in January 2012 and agreed to fund $1.03 million of the roof repair, which, with the discovery of asbestos, is now estimated to be a $2.91 million project when all general contractor, architectural and other costs are totaled. The MSBA funds will be provided as a reimbursement to the town.

Residents approved $1.5 million to be borrowed for the project at the April 2012 Town Meeting and included the additional $1.42 million in the 2013 capital budget. The 2013 appropriation will come from $500,000 left over from the Wayland High School building project and $915,000 of non-exempt borrowing, according to the 2013 ATM Warrant.

Bouchard serves as a School Committee representative to the Permanent Municipal Building Committee, which has been deeply involved in the project. She said she was impressed with the skill and expertise of the PMBC members.

"They are obviously an incredibly well-versed group in terms of construction," Bouchard said, recalling a particular meeting she attended. "The kinds of questions they asked the architect, I think they even surprised him by how technical they were."

Because the project is part of the MSBA Accelerated Repair program, it is on a strict deadline. Bouchard said she understands construction will begin as soon as school ends for the summer and will be completed before students return in the fall.
