Selectmen Preview: Dudley Area Report, Committee Appointments and More

The Wayland Board of Selectmen will meet on both Monday and Tuesday evenings.

The Board of Selectmen will meet on Monday, July 22, 2013 in Wayland Town Building beginning at 7 p.m.  After reviewing the meeting agenda for the viewing public and making any announcements, selectmen will hear public comment.

The leadership of WayCAM, the public access provider of governmental and educational programming, will discuss with selectmen their concerns regarding the quality of the sound system in the Large Hearing Room, the space used most often for well-attended public meetings in Town Building.  Facilities Director John Moynihan will be present to respond to questions about proposed improvements to the system.

At approximately 7:30 p.m., the board will interview citizens who have sought appointment to serve as members of boards and committees.  James Murphy will interview for a seat on the three-member Commissioner of Trust Funds, seeking to fill the vacancy in this elected position through the April 2014 town election created by the resignation of Jared Hobson.  The two remaining commissioners will participate with the selectmen in considering the appointment. Alice Boelter will interview to fill an alternate position on the Historic District Commission.  The seat was created at the request of the HDC to address quorum issues when some of the five regular members are unable to attend or participate in consideration of an application due to a conflict. The seat is for a two-year term.

At 8 p.m., selectmen will hear the report of the temporary study Dudley Area Advisory Committee, presented by chair Patricia Reinhardt.  The group was comprised of stakeholder interests in several contiguous parcels of town-owned land under the jurisdiction and control of several different town committees. The committee was asked to develop a consensus plan for use of the land to be presented for consideration at the 2014 Annual Town Meeting. Voter approval is needed to implement the proposal to create parking, access to Dudley Pond, and preserve open space and a reserve for future septic needs for adjacent properties.

Later, the board will discuss the proposed schedule for a fall Special Town Meeting that could be called upon to consider the appropriation and authorization to borrow funds for the construction of a Department of Public Works facility on River Road. Consultants have been engaged and are working with town staff and committees to address lingering questions about the access road from Route 20 to the site. If a fall town meeting is called by selectmen, the Warrant will be open to other boards and citizens to petition articles in late August or early September for inclusion in the Warrant. The proposed dates now under consideration for a fall town meeting are Oct. 16 or Oct. 29.

Next, selectmen will consider the consent calendar, review correspondence, and listen to the report of the town administrator, including a review of pending matters and upcoming meeting agenda topics.  Selectmen will then offer their reports and concerns, including conduct of a discussion on the process for filling vacancies in appointed boards and committees and consideration of reappointments at expiration of terms of office.

Also, note that the Board of Selectmen also will meet on Tuesday, July 23 at 7 p.m. Selectmen will consider documents necessary to effectuate the town meeting vote to accept certain streets before entering into an executive session to discuss strategy and negotiations with respect to the litigation involving Twenty Wayland, LLC and the Wastewater Management Commission.
