What You Need to Know For Lincoln Road Proposal

Wondering how you should vote on the proposal to prohibit development on Lincoln Road?

At the Nov. 20 Special Town Meeting, voters will be asked whether they want to spend $2.4 million to purchase a conservation restriction on a 23-acre parcel on Lincoln Road that would prohibit future development on the site and preserve it as open space. Approval requires a two-thirds vote in favor of the proposal.

·      The space is currently undeveloped farm land owned, through a trust, by Concord resident Thomas Falwell.

·      No additional tax money would be needed to purchase the restriction. Funding would come from the Community Preservation Fund, which taxpayers fund through their tax bills, and the state matches.

·      If not approved, the site could potentially be developed for up to 11 homes. The owner has said he has received offers to develop the land.

·      If approved, public trails would be installed and it would be open to the public year-round. However,  during the winter, the public would not be limited to the trails.

·      If approved, the Massachusetts Attorney General’s Office would review the measure and make any required legal changes. However, Heller said he did not anticipate any being made.

·      Advantages to approving the proposal: The town would gain a beautiful piece of open space for the public’s enjoyment and it would fall in line wit town’s Open Space plan.

·      Disadvantages:  "It is a lot of money ... and it will deplete the reserve or open space, but that account is always being replenished,” Heller said.
