Board of Public Works Approves Curb Cuts for CVS in Cochituate

Plans for the corner of Main and West Plain streets in Cochituate took another step forward last week.

The Wayland Board of Public Works last week approved the requested curb cuts for a new CVS to be constructed at 150 Main St., the current location of the long-closed Finnerty's restaurant.

Developers Matthew Levy and Jesse Adelman have already obtained site plan approval for the plan, with conditions, from the Planning Board. The Board of Public Works, however, needed to approve the physical alteration to the curb cuts along West Plain Street before the project could move forward.

According to documents provided by the Department of Public Works, the board approved improvements to two existing curb cuts and the removal of a third. The approval of the curb cut plan also includes conditions such as maintaining appropriate sight lines, not removing any trees growing in the town's right-of-way and other elements.

DPW Director Don Ouellette also provided a letter outlining his review of the drainage plans for the site and noting that he believes the designed plan "will reduce the post construction flow and improve the water quality significantly."

He did encourage developers to follow through with the Planning Board's request to reduce the number of parking spaces to 74. The developers did not apply for a special permit to reduce the number of parking spaces required by Wayland's bylaws, but in its site plan approval, the Planning Board recommended that the number be reduced.

Ouellette concluded that he had "no issue with this project reconnecting into the existing drainage system on West Plain [Street]."    

There are currently two site plans approved for the site: The first a two-building plan featuring a CVS and another building that would house a restaurant and additional retail and offices; the second, a single building housing a CVS.

The one-building plan requires developers to meet a number of conditions, in particular answering the question of Hammond Way. The two-building plan would require developers to appear before the Zoning Board of Appeals to obtain approval for outdoor seating at the restaurant and some additional special permits.

Adelman told Patch that they still hope to move forward with the two-building plan as they believe that best meet the needs of the community.
