Hi, all,
The Energy Savings and Capital Improvements project will be voted at Monday's Town meeting; it is the first motion on the agenda at 7:30 pm.  If you support this project, please attend Town Meeting to vote for its passage.
The project includes 49 projects in 8 buildings.  Over the next 20 years, the program will generate more in savings than it costs (2.8 Million).  95% of program costs are repaid through savings guaranteed by the contractor Ameresco.  Ameresco was selected through a regional procurement process administered by the Metropolitan Area Planning Council (MAPC) and state law requires them to provide guarantees.  These capital needs will not go away, and if we fail to do the work under this format which provides tremendous efficiencies, we will likely pay more for the work to be completed under traditional municipal contracting and it will take 3 times as long to get it done, according to Wayland's Director of Public Buildings. 
The project is endorsed by the Finance Committee (it is part of the capital budget) and the Permanent Municipal Building Committee, which in its vote of support said "The Permanent Municipal Building Committee reviewed the proposed Wayland Comprehensive Energy Savings and Capital Upgrade Program in terms of approach, cost and methodology and found it to be an efficient and effective mechanism to address substantial deferred capital maintenance projects."
